DUP sign Confidence and Supply Agreement with Government

Under this agreement the DUP agree to support the Conservative party on its budget and any other votes in which other political parties propose to bring it down.

Key terms of the agreement

The DUP will support the Government on:

  • all motions of confidence
  • the Queen’s Speech
  • the Budget
  • Finance Bills
  • money bills
  • supply and appropriation legislation and Estimates
  • relevant Brexit legislation
  • legislation on national security

All other support will be negotiated on case by case basis. A coordination committee will be convened to ensure ‘the necessary support can be established by both parties to fulfil these arrangements.”

The agreement will remain in force for the duration of this Parliament.

Both parties have agreed there will be no change to the following:

  • Pensions Triple Lock
  • Winter Fuel Payment

The Government has also agreed to extend the military covenant – the government’s agreement to look after veterans of war and their families – to Northern Ireland.

The cost of the agreement

The Government has agreed to give Northern Ireland additional financial support on top of £2.5 billion already agreed.

  • £200 million per year for two years on infrastructure development
  • £75 million per year for two years to provide ultra fast broadband
  • £20 million per year for five years to target pockets of severe deprivation
  • £50 million per year for two years to address immediate pressures in health and education
  • £100 million per year for two years to support the Northern Ireland Executive’s delivery of its priority health service transformation
  • £10 million per year for five years towards mental health support

There are also commitments regarding:

  • Promoting ecomic growth in NI, including foreign direct investment
  • Devolution of Corporation Tax
  • Moving government jobs out of London and the SE and being distributed across the UK
  • Limited enterprise zones
  • Producing reports on the impact of VAT and APD on tourism in NI
